Larry Koch

How long have you lived in the watershed district?

since 1990.

Why were you interested in becoming a manager?

I was interested in becoming a manager because of the impact watershed districts can have on the environment and a desire that the residents of the district have a representative who has received education in environmental laws and experience environmental services, and who has experience and knowledge of best management practices gained from some of the best owners and managers of business entities in the State of Minnesota and who has a vested interest in the quality of the waters in the district.

What is your background?

I am a practicing lawyer with over 45 years of experience during which I have represented primarily businesses and their owners. I have a BS with a major in physics and a minor in mathematics. I have a law degree during which I took courses in environmental law. I also have a Master of Laws degree. I served in the US Air Force as a lawyer where I was involved in government contracting among other matters and attained the rank of Captain.

What is your favorite outdoor spot in the District?

My favorite outdoor spot is Lotus Lake although I cycle almost daily crossing Bluff Creek, Riley Creek, and passing several significant wetlands including Bluff Creek Preserve, as well as several significant ponds including Kerber Pond, and Lake Lucy.

What is your favorite outdoor activity?

My favorite outdoor activities are, fishing, cycling and  boating.

What District work are you most proud of?

I am most proud of the district’s development of its methods for determining what projects need to be done and the priority to be placed on each project, particularly the CRAS.

In addition to protecting/enhancing water resources, what are you most passionate about?

I am most passionate about doing my job to the best of my ability for the benefit of all of the district’s constituents.

What other information do you feel stakeholders would like to know about you?

First and foremost, I am committed to my oath of office to uphold the Constitutions of the United States and the State of Minnesota and the rule of law. I endeavor to make decisions in the best interest of the districts constituents based upon facts, science, and the law, without fear or favor.
