Governance Committee

The Governance Committee is a standing committee of the Board of Managers and consists of two managers with support from the district administrator and legal counsel.

The committee reviews the Governance Manual and makes recommendations to the Board of Managers. All meetings of the committee are noticed and open to the public as required by the Open Meeting Law.

Governance Committee meetings are typically the Friday following a regular meeting of the board of managers.  All meetings are posted on the RPBCWD website under the "Board Meeting" calendar category.

Governance Manual

The RPBCWD Governance Manual was adopted by the Board of Managers on July 2, 2014,  amended February 4, 2015, and amended again on October 14, 2020.

The manual consists of policies and protocols adopted by the District including:

  • General Governance Policies
  • Bylaws Policies & Procedures for Public Access to Documents
  • Records Retention Schedule
  • Policy for Management of Permit Fees, Financial Assurances, & Abandoned Property
  • Public Purposes Expenditures Policy
  • Internal Controls & Procedures for Financial Management
