Benefits: Earned Safe and Sick Time eligible
Wage: $20.34/hour

PRIMARY OBJECTIVE
The Construction Inspector is responsible for assisting with the permitting program for the RileyPurgatory-Bluff Creek Watershed District. The permitting program’s purpose is to protect water and natural resources from degradation related to land use change. The individual will provide technical support and assistance for the RPBCWD Regulatory Program which ensures a consistent level of resource protection across the watershed district. This position will assist the Regulatory Program Coordinator with site inspections and database management with a GIS component.

ESSENTIAL JOB FUNCTIONS

Permitting (90%)

  1. Assist with on-site inspections of permitted construction sites throughout the District.
    • Inspect construction sites for non-compliance with permit requirements including erosion control measures.
    • Assist with non-compliance issues under the direction of the Regulatory Program Coordinator including issuing notifications and meetings with the builder
  2. Assist with management of permit database
    • Assist with updating permit information and status
    • Add inspection reports including inspection notes and photos
  3. Assist with preparation of the Regulatory Program’s monthly inspection report and other reporting as requested.
  4. Assist with the Regulatory Program permittee compliance. E.g. helping identify educational needs such as handouts, website materials, etc.
  5. Provide superior customer service and interaction in a friendly, professional manner to city staff, builders, contractors, engineers, and the public 
    • Assists in responding to permit-related inquiries and public inquiries concerning general watershed district activities
    • Assist in stakeholder meetings including presentation of information regarding the permitting program. This may include pre-application, pre-construction, and interim benchmark meetings.

Other Duties as Assigned (10%)
Participates as a member of the staff team for District projects and programs by cooperating with other staff and consultants, contributing ideas, providing comments when requested, and helping where needed.

PREFERRED KNOWLEDGE, SKILLS, AND QUALIFICATIONS

  • A student currently enrolled in or recently graduated from an associate or bachelor’s degree track program in the field of civil engineering, construction management, engineering technician, civil design, water resource management, environmental science, natural resources, hydrology, or related field. Experience in the construction field may substitute for education.
  • Ability to read a civil engineering plan set including grading plan, utility plan, and removal plan.
  • General knowledge of the NPDES small site construction permit program
  • Knowledge of SWPPP development and implementation
  • Erosion site inspection
  • Experience or coursework in civil engineering, erosion and/or stormwater management, soil sciences, AutoCAD, or related.
  • Ability to work well with a team and independently as needed
  • Must be proficient with MS Office Suite
  • Must have familiarity with basic use of ArcGIS
  • Ability to develop and maintain a working knowledge of the RPBCWD’s permitting requirements
  • Strong time management, organizational, written, and oral communications skills
  • Maintains a flexible attitude toward job responsibilities and procedural changes

ACTIVITY AND FIELDWORK COMPONENTS

  • This position requires a valid driver’s license and good driving record
  • Ability to lift and carry up to approximately 50-75 pounds over uneven surfaces and slopes
  • Working outdoors under all weather conditions
