District seeks input on North Lotus Lake Park Project

Lotus Lake is designated an impaired waterbody by the Minnesota Pollution Control Agency due to excess nutrients, primarily phosphorus. A feasibility study in 2024 identified five projects within the Lotus Lake watershed that could significantly reduce phosphorus loading into the lake. Of the five projects, the North Lotus Lake Park Water Quality Improvement Project received the highest score in the RPBCWD prioritization scoring matrix.

Project Vision

The vision for the North Lotus Lake Park Project is to help improve the water quality of Lotus Lake and provide spaces for people to gather, relax, play, and explore. In fall 2024, the two initial preliminary concepts for the North Lotus Lake Park Project were developed and shared with the public.

This month (June 2025) an updated preliminary concept was released based on feedback received about the first concepts. A mini-open house for the project was held on June 8, 2025, as part of Creek Week events at North Lotus Lake Park. Exhibits from the event are available on the project websiteExhibits from the June 8 mini-open house included:

  1. An overview of the five water quality projects identified in the Lotus Lake watershed. The North Lotus Lake Park Project or "LL_1" would prevent an estimated 15 to 17 pounds of phosphorus from entering Lotus Lake each year.
  2. The updated preliminary concept for the North Lotus Lake Park Project showing basins (stormwater infiltration areas) and other areas such as a public overlook to Lotus Lake.
  3. A "movement and rest in nature" exhibit to collect feedback on images of features, including stepping stones and sitting areas, that could be incorporated into the North Lotus Lake Park project.
  4. Images of native birds where people were asked to vote for their favorite bird in order to help inform potential art for the site.
