Operations Manager

Position Title: Operations Manager
Position Status: Full Time (32-40 hours per week)
Reports To: District Administrator
Classification: Non-exempt (FLSA)
Grade | Salary: G4 | $56,169 – $84,410 with full benefits

PRIMARY OBJECTIVE
This is a skilled position that is responsible for coordinating office administration, accounting, and related procedures, and assisting the Administrator in managing district operations. Responsibilities may include developing various policies and procedures for approval; providing monthly accounting duties, bookkeeping, and related systems; preparing various forms, board packets, presentations, correspondence, and related information; attending all meetings of the Board of Managers to draft and finalize minutes; and maintaining RPBCWD calendar. Maintain human resource processes and data of the RPBCWD.

MAJOR AREAS OF ACCOUNTABILITY

Accounting and Finance (40%)

  • Coordinates accounting functions, which includes managing accounts payable, receivable, and related systems; preparing financial reports; preparing information in compliance with audit requirements; managing compliance with laws and regulations; coordinating with the accounting and audit consulting firms; and providing budgetary recommendations.
  • Assist District Administrator with all contract administration including, but not limited to, intake and proper chain of custody of performance bonds, payment bonds, financial assurances, and proof of insurance.
  • Assist the Regulatory Coordinator with the entire chain of custody of all financial assurances and permit deposits including accurate and up to date record keeping.
  • Assist the District Administrator in the preparation of the annual budget including coordinating with various internal departments, drafting and publishing all requisite notifications, and preparation of levy certifications.

Governance (25%)

  • Performs and oversees administrative and office tasks, which includes updating and producing website content including maintenance of public facing calendar of events; preparing monthly board packets and meeting minutes; coordinating calendars and  scheduling meetings; responding to and/or routing public inquiries; and compiling information and preparing various reports, correspondence, and presentations.
  • Coordinates, under the direction of the Administrator, the development and dissemination of all public notices, public hearings, and requests for proposals.
  • Responsible for operations and administration of interactive technology at all meetings of the Board of Managers.
  • Responsible for the preparation of draft and final minutes for all meetings of the Board of Managers and their subcommittees.
  • Work with the District Administrator to respond to all MN Government Data Practices Act Requests.

General Administration (25%)

  • Performs and oversees administrative and office tasks, which includes updating and producing website content including maintenance of public facing calendar of events; coordinating calendars and scheduling meetings; responding to and/or routing public inquiries; and compiling information and preparing various reports, correspondence, and presentations.
  • Evaluate, develop, and implement office and administrative procedures to improve productivity, workflow, and efficiency.
  • Assist staff in the organization and set-up of trainings, public open houses, and special events such as tours and milestone celebrations.
  • Work with information technologies consultants to inventory and develop a schedule for requisition of technologies used by staff including cellular phones, computers, tablets, audio-visual equipment, etc.
  • Maintain office supplies and equipment needed for staff and managers of the RPBCWD to carry out mission.

Human Resources (10%)

  • Assist the Deputy Administrator in onboarding new employees and managers, as well as reporting and documentation for employee separation and other human resources related duties.
  • Assist the Administrator with payroll administration.
  • Assist the Deputy Administrator in administration of benefits program.
  • Attend training, seminars, and other professional development programming to stay current on federal and state laws and regulations pertaining to human resources administration.

QUALIFICATIONS AND EXPERIENCE

  • Associates degree and eight (8) years of directly related experience. A bachelor’s degree may be substituted for three (3) years of experience.
  • Excellent proficiency with Microsoft Office suite, accounting software especially Sage Intacct, BILL.com bill paying, and other district-used software applications.
  • Knowledge of accounting principles and practices.
  • Knowledge of human resources principles and practices.
  • Demonstrated customer service skills.
  • Proven ability to take direction, work independently with minimal supervision, and use good time management practices.
  • Sound project management skills with ability to set priorities, balance large volumes of diverse work, and implement work successfully.
  • Good conflict management and interpersonal skills for the purpose of developing and maintaining effective working relationships with district staff, Board of Managers, advisory committees, government agency staff, members of the public, and other interested parties.
  • Exceptional written and oral communications skills.

PHYSICAL REQUIREMENTS
Positions of this class require sitting, standing, walking, stretching, and repetitive motion. The position is primarily sedentary and may require occasional lifting, pulling, or pushing of up to 15 pounds of force.
